I am sorry, but I cannot understand your requirement.

First of all, what are you need with? If you say "PWM" then, for me, it means "Pulse Width Modulator". I.e. you need to regulate the duty cycle over the fixed period. For example, you wish that at each 10ms, output signal must be low for 2ms and then high for 8ms. The resolution of the modulation requires higher PWM base frequence. For example, if you need to regulate duty cycle with 16 steps resolution (4-bit PWM) then PWM of the example above, requires 1/0.01 * 16 = 1.6kHz base frequency.
From this point of view, when you say that you need with output freq 2MHz max. which is modulated with 16-bit wide duty cycle, I am confused. Simple calculation gives me 65536*2000000 ~= 131GHz base frequence.

From other side, you say that you need with "output freq range from 100Hz to 2M Hz". Maybe all you need is just programmable output frequence? In this case you need not with PWM but just with programmable frequence divider. Which resolution do you need? Do you need to output meander from 100Hz upto 2MHz with step 100Hz (100Hz, 200Hz, 300Hz, 400Hz upto 2MHz)?
