Throw away the 74923 chip. Use instead 9 port pins connected to your processor directly. Add pullip resistors to the ROW inputs. Then search here in the forum for key scanning software solutions. There have been many many posts on the subject. In the past there has been posted free easy to use code code that will scan a key matrix for you.
