We will help you but not directly. You will only be getting hints so that you may have to work everything out by yourself which is the objective of your project.

Why you want to use DIPs, use an 8 bit binary counter with a digital display readout. So that you may change the pattern of blink just by pressing the button and seeing which pattern number it is on the display.
