How is ALE connected to ground. If a pull down resistor is used, that could be the source of your problems - EA input current differs even on the same manufacturer but different batches.

I had similar problems with my home-made programming unit when programming 89C52PC and not programing 89c52PI. (reducing pull down resistor value solved the problem).

Check also the reset signal maybe the level is not OK.
