The ST232 can use 100nF caps as does the MAX202. Obviously the bigger the caps to more current the charge pump can supply - thus the higher data rate and capacitive load of the RS232 wiring. If you're expecting to run 3m at 19200 baud, smaller caps are most likely ok. What does the respective data sheet say - it varies for each brand of device.
