You can measure the voltage across the
telephone line. The onhook voltage is between 40 and 48 VDC
The offhook voltage is about 7-8 VDC, (actualy the telephone line is a 40 mA contant current source). When the telephone rings then the voltage across the line is onhook + about 60 VAC.
