Again, note that you have shown two different double-quotes characters:
The opening ones look like 66, and slope to the right;
The closing ones look like 99, and slope to the left.
You must not do this!

Tools.Ini is a plain ASCII text file, so you must use just the "straight" double-quote character, ASCII code 0x22.

You are using just a plain ASCII text editor (such as Notepad) for this, aren't you?

Also, in your post above you have doubled the backslash in the filename.

Why don't you post your edited Tools.INI file here?
(you should blank-out your Serial Number first, of course!)
When posting, remember to enclose it within <pre> and </pre> tags!
