Iron is a quite poor conductor of electricity relative conductivity 0.15 but is one of the best magnetic materials.

Due to the above fact an enclosure made up of plain mild steel is a very good shield against magnetic field but its not so good when it comes to protection from electric field. Using Galvanised i.e Tin or Zinc coated steel protection against electric field is substantially improved since these high frequency electric fields like flowing onto the surface due to skin effect and the surface is now made up of Zn or Sn having very good conductivity Zn 0.35

Using liquid paint or powder coating is irrelevant as far as noise protection is concerned. I prefer powder coated enclosures as powder coating is better than liquid paint when it comes to finish, scratch resistance and chemical resistance :-)
