That is known as call progress detection, B-Answer detection, remote detection of B-answer etc. Many centeral offices (telephone exchanges) provide line reversal signal where the polarity of calling party's line is reversed when the called party answers the call. You may have to check with your local company if they can provide this signal. If this signal is not available, you are left with to implement call progress detection. This involves the detection of cadence of call progress tones i.e. ringing, busy, congestion tone etc. This is not an eay task since call progress tones vary from country to country, manufacturer to manufacturer.
