Amplitude will not tell anything to you in a pwm signal.


Of course you can convey the amplitude information with a PWM signal. Just have to integrate the pulse high duration over time and you have a DC signal whose amplitude depends on the high pulse duration in the PWM signal.

This is a technique very widely used in the ouput stages of amplifiers driving proportional solenoids. The PWM output coupled with modern day MOSFETs enable one to package the whole amplifier on a compact Euro card of 3U size. These deliver 2.5A @ 24V and remain cool.
