Anyway, if you do want a meaningful quote, the information you have given is totally inadequate; it only relates to peripheral details - you have omitted all the important details, like what range of weights you actually want to weigh, what resolution, what accuracy, etc, etc,...
What exactly do you mean by "static and dynamic rail car and trucks weighing?"
Is this thing going to be fitted to the cars/trucks, or built into some track somewhere?
Will any certifications/approvals etc be required?

You need to come up with a much better spec for anyone to even begin to give you a quote!!
