I'm not an expert in movies but when i make one i use Memories on TV. Its a very easy to use program that allows you to import movies,pictures and music or audio. Then you can export it to AVI or MPG (not sure) or burn directly to DVD or VCD. You can control the output resolution and framerate with this program. A demo is available but the full version is about $40. You can download the demo from CNET :
