there are 2 reasons possible:

1.
You set the disable ALE bit and execute from the internal Flash.

2.
You enter the power down mode.


To find out more, try to download a simple test program and watch its activity, e.g.:

m1:
inc p1
sjmp m1

Then ALE and P1 must be changing forever.
