2: Due datasheet, if source current is above 80uA then VOH is no more than 2.4V
3: if the impedance of your meter is 2.4/80u = 30k Ohm (which is excellent for an analog meter) 2.4 is all you'll see.
4: below it states pins those used by the comparator dont have internal pullups ..... I am getting 2.4V signal on any pin that goes high. DOES NOT matter what pin it is If Abhishek is right, - again, fortunately I have no knowledge of current Atmel chips - and you have no external pullups then your measurement method MUST be faulty.
