feed your input to an XOR gate. Feed the output from that to the clock of a D flipflop. Feed the output from the flipflop back to the other input of the XOR. Now, the XOR will produce a small spike each time there's a trnsition on that input signal. The pulse will always be long enough to use as a clock in similarly fast logic, so it will work quite well as a clock doubler. Beware, though, as it tracks the symmetry of the input.
