No.

The MCU would need some code to receive the data from the PC, and some coe do the programming of the EEPROM. This code is known as a "bootloader".
But, for the MCU to run that code, it would need to be in the EEPROM - so how are you going to get it there in the first place?!

As already noted, (most) modern chips have this "bootloader" facility built-in.

The cost of the equipment necessary to program the "bootloader" into the EEPROM would far exceed the cost of a decent modern dev kit!
