Most valves can tolerate being jammed shut, but can get stuck if jammed open, unless you have a valve specifically designed to be forced to its end of travel in both directions. At some point the motor will fail to close the valve but because the motor has stalled your scheme will still report it as closed. I would use a microswith or a revolution counter to verify valve position but still check for a stalled motor.
