If you have ANY marginal situation (low Vcc - a port pin overloaded, insuficcient decoupling) you WILL find that some chips do not work. as an example if a chip has Vih min 4V, typ 3V, some chips will work if your Vih is 3.5V, some will not.

I can not recall ANY chip where some work, some do not beyond, say, one in 1000.

Examine all against the datasheet and you should find the cause.
