certain information on the SIM will be available "in the clear". Phone Book (ADN) is one of them, as is MSISDN (which may or may not be filled). Also, IMSI and ICCID are also typically available.
Most of the rest of the files on the card may or may not be accessible, depending upon the 'agreement' between the SIM manufacturer and the carrier. However, some files will be inaccessible for reading or writing, particularly those that are used for authentication of the SIM to the network and the user. 3gpp is one source of info, as is etsi.org. I found that these specifications read very well once you understand what they are saying, but using them to get to that point is not at all fun. As far as locking goes, All GSM companies sale SIM-cards locked. "Locking" usually refers to locking the SIM to a particular network the SIM is not locked in any way. The handsets are subsidy locked so that they can only use the SIM's from their own network. |
