He'll have no solution until he does the things I mentioned. He may get it working, but, still, he won't know what's going on until he does those things.
I don't know how a guy can mess up a 3-terminal regulator circuit with output current within the limits that single IC can support, though I can't deny it's possible, but until he tells us he's done those things and what the results were, and, perhaps, shows us an illustration of the circuit, he can't be helped.
