Damian,

You will probably want to put the bulk of the intelligence on the camera unit near the servo motors since you have a fairly slow data-link. Your remote should handle the high level commands such as: start panning, stop panning, start zooming in, take picture, ... You can have the camera unit give feedback to the remote control unit to satisfy the operator's curiosity, but I wouldn't try to do the servo feedback and low level controls through a slow data-link.

To make sure the camera unit receives each command, send each command several times. You might even have the camera unit acknowledge each received command. Make sure the commands have some sort of sequence number so the camera unit knows what commands it has already acted on.
