I recently found it attractive to setup a legacy environment in a virtual machine to revive an older project.

Using a virtual machine avoided the toolchains fighting against each other (harmless example: different make.exe (gnu/borland/other) putting themselves first in the path). This allowed me to install an old tool chain without risking to spoil another one.

I used Win98SE in the QEMU emulator http://en.wikipedia.org/wiki/QEMU with good success.
The compressed image of the emulated windows partition including the tools and the project consumed less that 500 MB so the complete environment can be burned on CD Rom.

The free (beer) versions of VMWare would probably be a good choice too.
