Now, if one is to "switch to" something, that implies "switching from" something different!

Thus, if he says he's using BASIC, and you tell him to "switch to" a HLL, that implies that you don't consider BASIC a HLL

To further clarify my view on the subject and to satisfy your curiosity, I do NOT consider BASIC to be a STRUCTURED high level language.
