I think the confusion is that the OP was using T0 to refer to the Timer 0 input pin, not the timer itself. I think he wants an interrupt on every count. That's why I suggested that he abandon Timer 0 and set up a handler for one of the external interrupts instead. Hopefully the counts occur at a low enough rate for that to be workable.
