The output filter cap is used to suppress the ripple. And the resulting ripple is heating up the cap.

Nevertheless the heating should be little, so this cap is probably old and damaged.

There are special caps for switching converter applications, which show rather low equivalent series resistance (ESR) and produce less heat.
