Have you actually verified what is going with an oscope? With no sort of delay period, the light blinking action will not be seen because we(humans) cannot processor vision that quickly.

P.S. I wrote a similar "BitTst" program for my job to test the circuits. I use the oscope to troubleshoot when the program is bit banging.
