May be Keil got confused between the IRC (Internal RC Osc) stability and the Internal Watchdog Osc.
-30% and +20% of 400kHz has always been quoted by NXP (Philips) since they first anounced the LPC900 series. Page 132 of the UM Aug 2004 From the data sheet under Dynamic Characteristics fOSC(WD) internal watchdog oscillator frequency 280 - 480 kHz OR May be Keil's definition of "stable" is differnt to yours and mine.
