I myself haven't tried ICP on 28pin parts because... I use simpler ISP based on the MCB900 cct, BUT I see no reason why it shouldn't work.
Do you have CRO to check the waveforms going to the target micro being programmed Vdd, /RST, PCK and PDA etc. Theoretically a little more current will be require for 20 and 28pin parts but the load switch (pnp-npn) should handle that (no sweat!). Try other 28pin LPC93x devices and see if they work. The Flashmagic LPC900 forum might be a better place to post your ICP question as it may be Flashmagic PC s/w related.
