Dallas semiconductor had such a program that could be burned into a eprom and run an external flash or ram device if you like to build your own. The Systronix ds80c320 HSM board has such a loader with 128k of ram. www.systronix.com
I have used the systronix board but not the dallas loader. It was written in assembly. The dallas loader was on the dallas ftp site last time I looked.
