IDE = "Integrated Development Environment"

An IDE would include an assembler but is not, in itself, an assembler.

An IDE would usually provide an interface to the assembler, linker, etc, plus an editor, debugger, project manager, etc, etc.

How well "integrated" these features are is often a moot point; as is the capability level of the "integrated" editor, etc...
