Telephone line interfacing is a specialist area: are you sure that all your hardware is correct - including impedances, signal levels, etc. Maybe your code is working perfectly, but your hardware is just not quite right for the exchange to recognise your dialling...? Have you checked what is actually happening on the telephone line? You need to be more precise about what happens when it "doesn't work" You also need to check what happens when it does "work" - are all the timings, frequencies, levels, etc well within their specified limits (especially on the actual phone line), or are they just marginal?
