I haven't seen the Holtek chip specification (you haven't given a link to datasheet nor other information except its name - don't expect us to search for that), but how on earth does it know from a port pin changing only once from one to zero, (as a consequence of the third line of the snippet above), that it was actually 5 bits? ... and please read carefully what Andy wrote - even if you might think there is no specific help there, actually following the advices he tirelessly repeats here will help you to work (and ask here) more systematically, with results on the long run guaranteed.
