The big difference between phone lines and radio links, as mentioned above, is the unpredictable variability of the link:
With a phone, you usually either get a good line or a bad line; with a radio, it can be excellent one minute and unusable the next!

A modem designed for phone line use would (probably) assume a full-duplex link...

How easy or difficult is it

Depends on how good you are at it!

to code the protocol?

Coding it is the easy bit - it's designing it that's hard!

Has anyone done it before?
