.. your port pin is conficured as push-pull (does the upsd3354D have configurable ports ?) the only possibiliy will be that you are using a contact that requires a ninimum current to always close (such as certain contactors). You can fool a '51 to not see a '1' but not to not see a '0'.

I take it that what you describe is repeatable.

[edit]just to make sure, you do mean somewhere close to 0V by ')' and somewhere close to Vcc by '1'[end edit]
