Flash memory for example has a guaranteed data rentention period (usually a decade or more, but still finite).
one more issue: if you store 'permanent data' in flash and update frequently, you may run into endurance issues. You can only erase a flash cell a limited number of times (I have seen endurance numbers between 1k and 1M).
