are you trying to drive a Philips programmer, or are you making your own programmer?

If you're making your own programmer, then you can choose your own protocol!

If you're using someone else's programmer, they usually accept things like S-Records or Intel-Hex on the serial port; the manual should tell you, or contact their tech support.
