The section entitled Stepping Motor Physics might shed some light for you. Half-stepping has some consequences that may be affecting your system behavior.
It's painful dealing with such items as load characteristics and torque requirements, particularly when half- or micro-stepping (there's also a section dealing with that!) but you have to do it. 5600 half-steps per second is not unachievable, as a raw rate, but getting to and from that rate might be difficult with your motor+load combination.
