The LM358 has a push-pull in the output with a npn-Darlington connected to Vcc. So you will hardly ever see a potential at the output that is higher than Vcc-1V.

Configured the according port as input? What do you read actually? P1?? Which P1?? P1.0/P1.1?? Or P3.6??
