For device programming, I always recommend Elnec, and it's not just because it's a local company. I am a satisfied user of several of their devices for 10+ years and always received a quick and competent support. They have distributors worldwide, including the USA. It supports not only the Intel variety of '48 family, but also the derivatives - including the local ex-czechoslovak Tesla variety, of course ;-)
