It seems the Communists have pretty much destroyed Kolkata and West Bengal industries, but surely you can get from other parts of India RS232 level shifters which work on ~3V.
Try Farnel India. Some shops in Bombay and Bangalore supply components on COD basis. Will hunt out their names and addresses if Farnell cannot supply.
