If you need only to read inputs, you don't need a latch. Just 9 74xx541's would be sufficient. They have 2 output-controls which you can use as a CE.
If you do need to latch the inputs then use 74xx373 or 473 or 573 or 574. For these you must also provide a CLK, which could be derived from the xtal. Advantage of clocking into a latch is you're sure the level is stable when reading. You could disable the clocking when accessing the CE of the latches. |
