Just to let everyone know that this thread has been re-opened. Per Steve's request, Lora emailed me explaining what she wants to do and why (I'm including her email below).
I am satisfied with the explanation so I want to apologize to Lora for any insinuation that what she wanted to do was illegal and invite anyone that happens to know the answer to reply. I posted the information regarding odometer calibration or "resetting" because I own a auto repair business where we do significant work on cars from body shops. In our repair of these automobiles, often times a odometer chip or cluster is damage and requires resetting and calibrating to work properly. It is not against the law to repair odometers that are indeed in need of repair. We are a ethical business and would know way repair any car for illegal purposes. It is only illegal to alter odometers and not notify a potential purchaser if you sale them the car. I would appreciate any insight to my original question if you so desire.
