Very accurate speed is found by using a 5th wheel, if you are making something that MUST be accurate under all circumstances, this is the only way. I once saw a car test jis that had a bicycle wheel to gauge the accurate speed. If you want to measure tire pressure you need a battery operated sensor/controller/transmitter either inside the wheel - or maybe connected to the valve.
