Given your decode is qualified by rd & wr
you needn't worry about PSEN.

Regarding Config:
You only need config for control of Power Down, RESET, Burst Mode, FIFO Disable and Drive Type.

You didn't mention how you trace to ensure that you are selecting the correct I/O address (8031) to issue the correct Register Addrs (FDC) to write/read from the selected FDC register.

As your decode is offsets FDC registers by 2XH is would check this to ensure you are writing to the correct address.
