Do you have a 'scope? The ALE (#30) pin should pulse at 1/6 the clock rate. This is a good indicator that you clock is working. You can also validate your Reset. Do you have a button bridging the RESET CAP? IF not you will have to power up to cause reset pulses. Check you program and start with a simple one. For instance just alternate 0 and 0FFH to port1 continuously.
