1. Very many problems of EMC can be caused by poor internal layout of the circuits and external wiring. It is no use having exotic input filters where wires enter your enclosure, if you route rough power lines near the wires inside the case.

2.) Steel is many times more effective than anything else as an EM shield. Even tinplate is much better than aluminium.
