My bet is that the ALE signal isn't teminated into the 573/373 latch properly. It sounds like you might have a bad chip.

Try ultra-barebones. Take all your memory and external logic out and see if you get sustained bus activity as the poor chip deaparately hunts for its 1K of RAM etc.

33pF is the only C value that is likely to get you anywhere.
