The chips that I worked with do not have any pull - ups on Port 0. Some sources (http://www.lvr.com/microcib.htm) suggest using external pull-ups. My experience is that one can get by without them for data - address decoding. I guess, pull-ups inside
74hct573 do the job, but external pull - ups make it more reliable.
