Franklin took up Raisonance after Keil dropped them. Raisonance dropped them in turn, in 1997.
We (Raisonance) have asked Franklin to change their web page, but their 'official' position is that they still have some old packages (1997) to sell, to users "who are not looking for performance".
That's what probably what you have downloaded; don't be surprised if you don't find it competitive with the most recent packages.
