I contacted Mr. ASim Khan to verify about the programming pulse widths and also asked him about replacement of HC299. He advised the following:

74LS299, 74HCT299, 74LS323, 74HC323, 74HCT323

Heatsink may be required on 7805 main regulator if you use 74LS type part.
